In the mid to late 1970s, the combination of détente and intelligence community turmoil led to a near complete cessation of U.S. counter-measures against Soviet disinformation and deception. At that time, Kenneth de Graffenried was one of only a handful of Congressional staff members who persisted in studying and countering Soviet active measures against the United States. Those early efforts led to the eventual formation under Ronald Reagan of the highly successful Active Measures Working Group in which Professor deGraffenreid was involved. He will recount the efforts of those early days and draw from them lessons that can help us today in fighting the Muslim Brotherhood’s information operations against its opponents.

Kenneth deGraffenreid recently retired as Professor Emeritus at the Institute of World Politics. He held several senior policy making positions in government including Senior Director for Intelligence Programs at the National Security Council, Deputy Undersecretary of Defense for Policy Support, and Deputy National Counterintelligence Executive to the President of the United States. He is a retired Captain in the U.S. Navy Reserves and served as a senior professional staff member for the Senate Select Committee on Intelligence.
